Thanks for this scenario. However I had a failure twice: the first time the train 1A55 remained blocked south of Dawlish Warren and the second time it remained blocked between Newton Abbot and Teignmouth. If its departure occurred 3 minutes later (so 12:09), there was no more problem and I was looped at Dawlish Warren as intended. Maybe it could be interesting to modify your scenario in that way.
