It's most commonly used for Eurostar services (because, for example, 9O02 translates nicely to 9002 on the French network) but can also be used for other passenger workings when specially authorised. This service is definitely 9G31 and there are many other Virgin trains with 9xxx headcodes. I'm not entirely sure of the logic but I have a hunch that 1xxx services run via the Trent Valley and 9xxx services run via Birmingham.
